1437137 Ontario Inc. c/o Robert Bourdeau retained J.L. Richards & Associates Limited (JLR) to proceed with detailed design of municipal services in support of the Rochon subdivision, located in the Embrun community in Russell Township. This subdivision accounts for 147 residential units of various blend, and a commercial block sited on a ±12.5 ha parcel.

The scope of work included overall project management on behalf of the Owner, the preparation of construction drawings and specifications, providing contract administration and field inspection services during construction, and carrying out street lighting design as well as coordination of the development and implementation of the utility distribution. As part of the design of sanitary sewers, a forcemain was also designed to meet the future sanitary flows for a large upstream area which formed part of the urban boundary expansion in 2023. Design and construction of the forcemain included horizontal directional drilling under the East York Creek.

Given that part of the subdivision is included in the floodplain, the scope also included the preparation of calculations and drawing to support an application with the South Nation Conservation (SNC) to fill a floodplain area and to provide equivalent compensation.

The storm servicing strategy developed for the Rochon subdivision consisted of a wet pond sized to meet both water quality and quantity requirements.

Approvals were secured with Russell Township, the United Counties of Prescott Russell, the SNC, and the application of preauthorized works in accordance with the Township’s Consolidated Linear Infrastructure Environmental Compliance Approval for the sanitary, forcemain, and storm sewers as well for the wet pond.
