JLR and Hutchinson Environmental Sciences (Hutchinson) were retained by the County of Haliburton (County) to undertake an independent and objective review of the County’s draft shoreline preservation by-law, which applies to lakes, rivers, streams, ponds, and other natural features across the County.

Building on a scientific literature review prepared by Hutchinson, JLR analyzed the draft shoreline preservation by-law and recommended several changes designed to ensure that the by-law was consistent with provincial legislation, benchmarked against other municipal practices, represented a balanced approach, and would be effective and achievable. JLR consulted extensively with the community using surveys, stakeholder interviews, stakeholder focus groups, and community open houses.
