JLR was retained by Timestone Corporation to provide all engineering services to develop the Hazelton Subdivision in the City of Greater Sudbury. Hazelton Subdivision is a phased development with over 250 planned homes. JLR prepared the preliminary and detailed design of storm and sanitary sewage systems, watermains/fire protection, roads, grading, stormwater management and oversaw tendering, contract administration and site review of all construction.

This development included challenges unique to the Sudbury area, including large rock outcrops, steep rock faces, and low lying wet areas all within the development. These challenges were overcome by providing a cost effective road alignment and grading of roadways to harmonize with residential lots, allowing for cost effective construction of the homes.

A key component to this 40 ha subdivision was the development of a stormwater management plan, which regulates the postdevelopment stormwater runoff to the predevelopment levels and enhances the quality of the stormwater leaving the site. JLR incorporated retention ponds into the overall design to effectively manage extreme rain events within a surrounding built-up urban area.

During Phase 4, a 4,000 m3 stormwater detention pond was constructed. The Ministry of the Environment, Conservation and Parks-approved pond was constructed to ensure that existing downstream storm sewers would not be surcharged and to prevent overland flow through existing residential properties. Quality control was addressed by way of an upstream oil and grit separation device.
