JLR was retained by the County of Elgin (County) to perform biennial Ontario Structure Inspection Manual (OSIM) inspections on 142 bridge and culvert structures. In addition to updating the Structure Inspection Forms, Bridge Condition Index, and site photographs of existing conditions, JLR also provided a comprehensive list of all structures requiring maintenance, rehabilitation or replacement as part of the Bridge Management Summary Report. These lists prioritize and highlight structures in poor condition that require major repair/rehabilitation

Load Carrying Capacity Evaluation was also performed on three structures as part of this project. In addition to updating the OSIM for these three bridge structures, JLR performed a structural assessment of the load carrying capacity and expected remaining service life of these structures under the current traffic conditions (based on the provided annual average daily traffic [AADT] values). For structures that are currently load rated, findings also stated whether the current load rating is acceptable or recommend a new safe load rating.

As part of the scope of work, overweight vehicle requests (exceeding typical design loads) received by the County for use of their structures are reviewed by JLR. The requests are addressed with recommendations regarding the use of the vehicles over the structures such as: operating speed, position of vehicle over the structure, limits on additional traffic volumes, structure modifications, etc.).
