JLR in association with Commerce Management Group (CMG) assisted the Town of Hearst (Town) with developing a Community Improvement Plan (CIP) to stimulate development and investment in the Town’s new serviced Industrial Park. Town Council had identified the undertaking of an Industrial CIP as a priority. The CIP serves as a long-term framework that encourages and attracts private investment and industrial development and promotes investment readiness in this area. This will ultimately assist with new investment, economic development, and employment opportunities in the community. The programs included in the Industrial CIP provide the Town with a competitive advantage over other municipalities by developing incentives that make investing or expanding in the Town of Hearst a more viable option. The Industrial CIP looked to build on the Town’s existing CIP for the Hearst Downtown-Highway 11 Corridor which was developed by the Town, working with JLR, CMG, and Planning Alliance in 2009, and updated by the Town in 2019. JLR and CMG worked to design a wide range of locally developed financial incentive programs and grants that are focused specifically for the industrial lands located in the area of Gaspésie Road and La Petite Gaspésie Road. This was supplemented with CMG’s knowledge of provincial and federal programs that can be used in addition to the Town’s initiatives.
