JLR was retained by Norfolk County (County) to carry out a review and update to their existing Community Improvement Plan (CIP). This included review of changes to Provincial Policy, Norfolk County’s Official Plan and Strategic Plan, and changing community context since the adoption of the previous plan in 2015. JLR’s approach included critical analysis of the existing CIP to understand strengths and weaknesses, review of other relevant jurisdictions’ CIPs, engagement with local stakeholders and past applicants of the previous CIP, and identify opportunities to further stimulate economic investment in the community. The CIP update prioritizes strategies for brownfield remediation and redevelopment, accessibility, affordable housing, visual appeal of façade, signage, and landscaping and economic development broadly. In addition, with the CIP update, JLR provided tools to support County staff with monitoring, evaluating, and implementing the CIP.
